I wasn't sure, so I checked the sysvinit (now sysvinit-scripts) package that installs these scripts, and it was in there, even if you don't install the hplip package. If you didn't update your rc scripts between 10 and 11 that's why you didn't have it.

I actually did what you did too on my experimental machine when I was testing slack 11 and did not even realize that there was an "official" hplip package.
