Somehow I've inadvertently enabled some kind of grid on my screen. It's visible both in the plain terminal and with a GUI (in this case, KDE). I was not messing about in settings when it appeared, so I'm guessing it's some kind of key combination that I am unaware of.
This seems be the alignment grid of your monitor. You should be able to disable it with one of the buttons of your monitor or in the monitor setup menu. Reseting your monitor to its default settings should do the trick also. As it seems you own an Asus monitor, read this page.
I'll be darned if I know how I set it off--maybe when I reached for my speakers' volume control which requires me to reach under the corner of the monitor where the buttons are. And you would think they would make the labels for those buttons easy to read, but, oh! no! dark grey on black grumble mumble gripe gripe gripe.
