wall command won't work

The subject says it all.
I tried doing:
william@host:~$ write william
and got:
write: william has messages disabled

but when I tried:
mesg y

it still gave the same result.
I would really like to see wall messages.

What am I doing wrong?

i get:
write: you have write permission turned off.
for both user and root, dunno if it helps, but atleast its a response
