Pinging before the download, even when correctly using the same host, seems an odd thing to do to me, especially as icmp might be blocked at a firewall. Why not just try and download and catch a failure, something like:

do
  downloader "$url" && break
done
Also, IMO, the fingerprint still needs to be checked on import for this to be deemed "secure enough". If you're going to go to the trouble of hardening something, then there's really no point doing half a job.
