You apparently have a DVD that can not be decrypted using the default "key" based decryption method of libdvdcss. This can be caused by a DVD drive that refuses all of the player keys known to libdvdcss.
Try setting the variable DVDCSS_METHOD to "title" in order to force a decryption based on the title instead:

and then run vlc or mplayer again from the same X terminal.
Set DVDCSS_VERBOSE=2 to get more debug messages from the decryption process.
So you're saying it's the DVD player, not the software?
Also, please overlook the fact that it was issued over ssh ...

From the time of inserting the CD this was in another terminal:
The "set DVDCSS_VERBOSE=2" should be "export DVDCSS_VERBOSE=2", that is why you do not see added verbosity in the DeCSS log. Then, perhaps we can see if it reports anything about the access method(s) it tries.
The "vlc log" basically is what you see when you start it in a terminal.

If the same DVD plays in one drive but not in the other drive then that would indicate that the drive hardware does indeed not accept any of the CSS keys offered by libdvdcss.
However, I am curious about "libdvdcss debug: cannot open /dev/dvd (No medium found)". Is that just a falsely worded error message or is there really no medium in /dev/dvd (i.e. does your drive actually use another device node)?
