Short answer: mail() uses sendmail. The setup you used before utilized Win32 specific commands. You need to configure Sendmail properly. May mean setting up a smart_host.

shilo: i know how to use mail(); im asking how to properly configure linux such that it will send the mail corectly over my ISP's server.... actually... ideally setting up my own mail server would be cool but ive never done that on any OS so that would be a completely new endevour for me

I don't see a way around this. Maybe FormMail (perl script) can be used instead.

You can see my post at the top, but I think that an even better expalianation is given by SeigeX. Search the forum for his article on Sendmail. Read both and you should get it. It's too long to give you a step by step as you do it.
