That prevents the synaptics driver from being used at all.

Re the tap-to-click issue, that's been disabled by default in the synaptics driver for all touchpads that include actual buttons with them - I suspect that people who own those (like me) were getting terribly ticked off about accidental clicks (I was), so the driver default was changed.
