Tightening shell accounts? SSH & RSync


Hello! I have set up an RSync server and I am using SSH as the transfer protocol. Since I am using SSH I need to assign each user a shell account, right? I did and it seems to be working darn well, but some problems did arise. I understand this brings possible security vonerabilities to the table because of the many users who have shell access. I did upgrade my kernel to the latest 2.4.28, but once I send the server down to a datacenter, I would feel uncomfortable recompiling new kernels via SSH. Is there any way to limit shell users use? Such as ristricting them to ONLY browse their home directories (where rsync syncs their data) and limit their commands (for example ls, scp, & cd would be the only commands they need to use [rsync would use them]). I remember reading somewhere that free Shell Account Host Companies can do this; limit commands.

You need the accounts but not the ability to login for SSH.
Just set password to prevent regular logins.

I generate public DSA keys and copy them into their home accounts .ssh/authorized_keys so rsync can xfer without prompting for a password. Am I missing something?
