Three preferred locales and Two defective locales

Three preferred locales:
  • Catalan (Valencian)
  • Indonesian
  • Sinhala
Because they default to "on" in the kdei series, while all others default to "off".

Two defective:
  • Simplified Chinese
  • Traditional Chinese
Because the shadow and xfce packages install unreadable man pages for these two. This defect has been reported for twice across months and not yet removed.
