Try updating your system, I did a while ago and it worked fine (-current).

Is this a new issue on -current?

Either that or try running steam with your system libraries.

Code:
STEAM_RUNTIME=0 steam
or try symlinking libstdc++.so.6 to libstdc++.so.6.0.24 or whatever version you have that is newer and see if that works.

try:
Code:
LD_LIBRARY_PATH=/usr/local/lib64/:$LD_LIBRARY_PATH
export LD_LIBRARY_PATH
Sorry I'm just spurting out ideas here, maybe something helps.

I do not use Steam and have never encountered your problem. However, I wonder if your symlinks might be messed up. Check that the symlink /.local/share/Steam/ubuntu12_32/steam-runtime/pinned_libs_32/libstdc++.so.6 points at .local/share/Steam/ubuntu12_32/steam-runtime/i386/usr/lib/i386-linux-gnu/libstdc++.so.6.0.21

Or, as suggested in the thread mentioned by AlienBob, replace that symlink with the one found in /usr/lib/ (provided that you have gcc installed)
