I tried to run the command startx -nolisten tcp

It would not startx and I noticed this error "bad option , -nolisten " something like that. Am I doing that correctly.

one more question if I boot into runlevel four is their a way to startx with the nolisten option??

My bad, forgot the two -- needed like this:

startx -- -nolisten tcp

And read this thread, they sort of explain of turning it off when booting to runlevel 4:
