If it isn't in the official list, it is unlikely they're available or Slackware was never notified of a mirror in that country. Your best bet is to either use the "mirrorbrain" option of mirror.slackware.com, which should theoretically find the closest and/or fastest mirror to you or try my slackware mirror speedtest script to find the fastest one for you out of the official list or the list in /etc/slackpkg/mirror.

According to https://www.debian.org/mirror/list, there are at least two Debian mirrors in Kazakhstan, both provided by local hosting companies. If I would be you, I would just mail them and ask if they can start mirroring Slackware as well. Bonus points if you can physically walk to one of those offices and talk to a sysadmin in person. Buying him a couple of beers will very likely get the job done.
