Only if you assume that optimising for processor Y will make it much faster than optimising for its ancestor processor X. But why make that assumption? In my experience, optimising for athlon-xp instead of i486 gives only moderate performance improvements in processor-intensive apps (e.g. lame) where you might naively think that optimisation would be worth while.
