KDE menu > utilities > HP Device Mgr / right click edit then edit "command".
with:
LC_ALL=$LANG.UTF8 hp-toolbox
or
LC_ALL=$LANG.UTF8 /usr/bin/hp-toolbox

Then if you have to - run from a terminal:
"LC_ALL=$LANG.UTF8 hp-setup"
or:
"LC_ALL=$LANG.UTF8 hp-setup -i" <-- without GUI (I use this one with Slamd64 if I have not yet installed the deps for a GUI)

None of this stuff is necessary with Slack-Current as it just works right out of the box.

Thats all stuff that everyone else helped me with when I went from 12.0 to 12.1 and I just saved my notes.
I don't even know what a what a “UTF8” is.
I pretty much learned this stuff the same way a monkey learns to get a banana by pushing a yellow button. :-)
Glad I was able to “give back”.
