It's a pretty twisted path but you can set a keyboard shortcut to open a popup kde menu in kde control center>Accessibility>Keyboard Shortcuts>Shortcut Schemes>Global Shortcuts>Panel>Popup Launch Menu. This may vary depending on which version of kde you have installed but it definitely can be set.

the default shortcut is [Atl]+[F1]

Is good idea to check the defaults and customize them as your liking in Control Center --> Regional & Accesibility --> Keyboard shortcuts as kilgoretrout pointed out

On some distros, you can press the windows key.

Though I like a lot that in Slackware doesn't.
KDE's default gives me the win key as a modifier one, so I use it a lot to set up a bunch of shortcuts that make my desktop quite more friendly, say ... I use that key more "productively" that on windoze
Some example shortcuts that I like, might make sense to someone else too:
  • [win]+[A] -- Maximize current window
  • [win]+[R] -- Resize current window
  • [win]+[Q] -- Move current window
  • [win]+[space bar] -- Minimize current window
  • [win]+[tab] -- call Kompose (application default)
  • [win]+[K] -- open Konsole
  • [win]+[W] -- show windows list (as with the middle mouse button on the desktop)
  • [win]+[<] -- current window "above others" (always on top)
  • [win]+[`] -- show current window in all desktops
  • [win]+[1] -- show current window in desktop 1 -- this repeats until 4 as I use 4 desktops
  • [alt]+[space bar] -- Shade current window
  • [ctrl]+[shift]+[A] -- call Kommando (not the default)
