Setting default permissions for user

Hey all. I've created a new user (user1) and want to ensure that his permissions are set to read/execute when creating anything, then read only for all others. I know the umask command is involved with this process, along with modifying a file (/etc/passwd?). Just not sure how to implement this.

you don't need to modify /etc/passwd except to
add the user, since you've already created the
user there is no need for editting /etc/passwd

Since Slackware doesn't create a .profile for users by default, I should just create one and input "umask=644"? Thanks for the help, btw.
