Yes, the Windows XP machine is part of "WENBERG". I have a "vern" account on the XP machine and likewise on the Slackware box, and it's also been added as a Samba user.

Here is my current smb.conf

Where can I find DIAGNOSIS.txt?

Wait. I just started the Samba daemon! and My god! it works! Rejoice!

/etc/rc.d/rc.samba start

make sure rc.samba is executable first of course

Yes, you can use rc.samba to start it up, but I believe the recommendation is to uncomment the relevant portions of rc.inet2.

DIAGNOSIS.txt is in the source directory for samba, in a DOCS subdirectory. It's still a good thing to run to make sure _everything_ works.
