root not in netdev group by default

Did someone forget this or is there some reason why root is not part of netdev by default?

  Added root to power, netdev, and scanner groups in /etc/group.

But what is netdev group for, and why would root need to be there?
And especially why would root need to be in scanner, unless that is
for idiots running X as root?
