Crux is a source based distro and I do not think they redistribute binary packages. I do agree that a policy to remove the LICENSE files is in bad taste though.

i mentioned CRUX as a curious example relevant to what OP asked. That's all. I did not intent to advocate whether their way is right or wrong.
