As to "Third Party Services," it, apparently, has little to nothing to do with it. If you won't let Vivaldi connect to, p2-in-195.1e100.net (74.125.20.95), it won't let you out and displays the message "connection refused" when trying to connect to any website.

I don't see that effect @cwizardone. I can certainly connect to sites, once I switch off those services and then block that domain and IP. However there are several 1e100.net domains that full under an ip range (starting with 74.125). If I try and block the whole range I also end up blocking ajax.googleapis.com, which many, many sites use. This makes them slow to load or in some cases they will not load at all. I see the same effect in all browsers. However certain sites that make no use of Google services at all still load with no problems and no slow down.
@cwizardone I compared in Firefox and Opera 12. I don't see the issue or perhaps there is some missing step? To be clear I used firewall rules to block that range. I confirmed they were blocked buy pinging them and got no reply.
