Found this bug report. I reproduced it here on a VM. To fix that, in Appearance > Select GUI Style, choose Cleanlook (or whatever you want) instead of GTK+.
I confirm that on bare metal. For consistency across desktops, I prefer Desktop Settings.

If you use style you can change from KDE/Cleanlooks/ style to GTK /eg Adwaita/ style if you do that and do not want to mix config fonts from Troltech and gtkrc file one must be off depending on what style you have chosen.
You can not change GTK style items /eg font/ from within qtconfig if you switch QT windows to GTK styles.

Yes, that was it.
Only Cleanlooks works.
Any other style sets the fonts to some default tiny font.
So what's the fix for the bug? Who do we point the finger at?

But I just don't understand what you're saying.
I don't think you can turn off one config, Gtk for example, because Qtconfig does not affect Gtk apps.
Then there would be no way to change fonts in Gtk apps.
Remember I don't run Kde, I'm on Xfce.
I don't even have Kde installed.
I don't have KDE installed.
Only have K3b installed.
This program needs kdelibs and other parts of KDE installed to work.

Misunderstanding.
I do not said to switch off any config in the system , but said if you switch between GTK+ or another KDE or basic QT style in qtconfig it affect from and where config /one at time/ is used to decorate QT window aplication.
It is what I mean saying "switching" .
I do not have KDE too
I can change type and size of fonts from within qtconfig only if I switch to basic QT config style/or KDE if present/ but I use GTK+ style and fonts /in QT aplications/ can change with GTK theme using lxapearance but not from qtconfig.
Everything works as expected .

Selecting GTK+ style in qtconfig will override the style of qt programs, but only if they are qt programs with no external config.
Some qt programs ship with their own fonts/style configuration tools, that will override qtconfig.
KDE does this too, in systemsettings you can enforce KDE fonts/style for other applications, there is a checkbox for that.
Can't really point at the exact cause if the list of affected programs is not provided and k3b version is not known.
Could be a user trying to qtconfig4 a qt3 program, some unspecified theme, old .gtkrc or .kde-gtkrc, something in ~/.config or ~/.local. No way to be sure.
