Proftpd - mod_lang needed

Is there any reason for proftpd to not having mod_lang compiled in?
Official proftpd package is compiled without --enable-nls option.
This make troubles because:
1. Filezilla client on Windows, when connects, then says "server not support characters other than ASCII". Filenames on ftp server, which contains characters like "ó", are displayed with weird characters. Is impossible to download that files.
2. Firefox, when connect to FTP server which support only ASCII, switch to codepage default for current language. For polish its iso8859-2. When filesystem on Slackware uses UTF8, then we get another weird characters. It's imposible to go to menu and change to utf8 over and over.

All above problems can be solved by:
1. compile proftpd with --enable-nls
2. Put in /etc/proftpd.conf
Code:
<IfModule mod_lang.c>
    UseEncoding on
</IfModule>
Can You make official proftpd packages with --enable-nls ?
