Does Slack 8.1 already has all the libraries and stuff necessary to play Ogg files?

Yes with a but... ;)

You needed to install them during install, if you didn't plugin your Slack disc and as root type:
pkgtool
and locate the files related to ogg
libogg
libvorbis
vorbis-tools
And maybe a few others?
