I believe X needs to be run by root (14.1 calls /usr/bin/X as root and 14.2 calls /usr/libexec/Xorg as root -- at least in runlevel 4... I suppose startx could be different), but startx should absolutely be run by a user. If not, then all the programs you start while in X (your DE/WM, your browser, your file manager, etc) are all started as root, which means any bugs or vulnerabilities in the previously mentioned software would be started as root. Bad idea for security...
