ntp.conf rewriting on reboot to install-default

i've tried various ntp.conf arrangements that work marvelously, until i reboot. what i have is the original generic default scripts. i've tried jamming the customized ntp.conf into the ntp.conf~ and ntp.conf.sv and .sv~ files, but on reboot, the ntp.conf file is back to the install no timer available default.
where is the file that i have to rip, obfuscate, or # out to kill this beast?
aggravating.

close it out.
i just gave up.
i put a file containing what i want in /local/ntp.conf, and scripted cp /local/ntp.conf /etc/ntp.conf then /usr/sbin/ntpd into rc.local.
seeing if i can ram xntpd (ntp3) into this and make it work. be nice if slack had an auto ntp update thingy. but then i quess that's what makes slack so fun: duityerself.
luck -O.
