New virtual consoles won't accept root login

I'm running 10.1 on an old P1 200. Just for the heck of it, I added 4 virtual
consoles, so that I can cycle through 10 rather than the standard 6. My
/etc/inittab console section now looks like this:

I've made c10 the runlevel 4 console.
The glitch that I've run into is this: 1-6 accept root logins, but the new 7-10 will not. I can log in to any console as a user, and go su from there w/o
a hitch. I know that this isn't a huge problem, but my curiousity has been
raised.
It doesn't seem to matter which console is set up for runlevel 4. Originally,
I left it as 6, and then changed it to 10, thinking that this was the problem,
but it wasn't.
Does anyone have any ideas? Likely, there is another file tucked away somewhere that needs just a bit of editing.
