The 'system-config-printer' utility generates a NetBOS broadcast like this

13:44:07.537531 IP linux-xxxx.54553 > 192.168.1.255.netbios-ns: NBT UDP PACKET(137): QUERY; REQUEST; BROADCAST
with any network printers responding accordingly.

You might also check out the CUPS Guide: Using Network Printers

In particular, the section 'Troubleshooting SNMP Discovery Problems' may be relevant. Check that /etc/cups/snmp.conf is configured appropriately.
