max % of CPU for one process


Is it possible to start a process that is restricted not to use more than x % of the CPU?, x being a parameter?

look at nice. Runs a command with a given priority ranging from -20 to 19, -20 being the highest priority.

I know nice, but that's not what I'm looking for. The process should be restricted to, let's say a maximum of 20% CPU, even if the processor isn't doing anything else. That doesn't work with nice.
