lxc-start fails with "Quota reached"


When running 'lxc-start' the container fails to start with error
message:
Code:
Error attaching vethXXXXXX to br0
Quota reached
This is the lxc-usernet file I am using:
Code:
user   veth   br0   10
I thought this meant I can run up to 10 containers simoultaneously. It used to work fine before but after a reboot I get this error message.

Do I have to reset the quota? If yes, how do I do that?
