It has to do with what GCC was used, right? So then Red Hat 9 and Mandrake should work, right?

Like Wynd mentioned... it's just
rpm2tgz packagename.rpm... I've successfully converted almost all RedHat-specific rpms, and quite a number of SuSe ones. Mandrake RPMs mostly fail... perhaps it's the way their packages are organised
(according to their own weird placements of libs/headers/etc)...
Which incidently is why I made the switch from Mandrake to Slack as explained earlier in this thread
