Installed the ATI driver, just a couple more steps...
I installed it all, ran fglrxconfig, then tried startx and it booted with the new resolution. I could also run fgl_glxgears, and ran fglrxinfo to see that it was running, sure enough, looks like it's mostly OK.
I have a couple of problems, first, I tried running the ATI Control Panel application, but it said there was no such path or directory, what's wrong?
Second, I want to add a new modeline to get a certain resolution (1680*1050), I believe I know the correct values I need to enter, the trouble is every modeline looks like it's commented out, even though it's able to start at a certain resolution I set while running fglrxconfig. Should I add the mode line and comment it, or not? I'm almost sure I wouldn't comment it, but how is it getting it's current modeline if it's commented out? Is it getting it from some other file?

I can't answer your first question, but all the modeline stuff comes from xf86confg file. Best way to change these I reckon is to run xf86config where you can set available resolutions for each colour depth.
Once in X you can cycle through these - I think by pressing ctrl, alt, +/-

OK, I was looking at XF86Config-4 where the lines were commented, so I should add it to the plain XF86Config file, right? And how come there is more than one XF86Config file, does the X server know to look in more than one file?

I figured out I just needed to add the right "modes" section to XF86Config-4. For some reason I didn't have to set any modelines, even though other people with the same monitor had to, seeing as 1680*1050 is a pretty rare resolution.
Anyway, it's not a problem, I'm just wondering why the X server started using XF86Config-4, or was it using this all along? (I never added anything to either files before this).
The only problem now is the ATI control panel not starting. It's saying there's no such path.
And when I type fglrxinfo it seems like it's running, is there anyway I can be sure that 3d acceleration is enabled? Doing lsmod show agpgart running, I'm not sure if I need to look out for anything else.

I think that the exact xf86config file depends on which version of xfree86 you're using - could be wrong about that though.
About your 3d, if you can run glxgears and get decent framerates then you have 3d acceleration. Here are my framerates just for comparison -
9128 frames in 5.0 seconds = 1825.600 FPS
9181 frames in 5.0 seconds = 1836.200 FPS
9303 frames in 5.0 seconds = 1860.600 FPS
my computer isn't really fast so yours may be faster.
And as far as I know, you don't HAVE to have agpgart running. I have the module for my nvidia card but don't use it, cos it works fine without. It's only necessary if the native driver conflicts with your chipset and borks out.

My frames won't go past 60FPS when I try glxgears, or flg_glxgears. I think because I set it to vsync when I setup fglrxconfig, that make the frames not go past your refresh rate which is 60hz for me, I'm thinking that's why it won't go past 60?
Could anyone tell me why the ATI Control Panel won't run, it appears it's not even there as it says no such path or filename.

WoW!I've just found the ati control panel!!
I use madrake linux 9.2 and the file is /usr/X11R6/bin/fireglcontrol
Hope i helped ;-)
