chmod +x /etc/rc.d/rc.inetd
should do it, that means, if it's executable, see that with:

ls -l /etc/rc.d/rc.inetd
It's not bad to run it if you're using it, if you're not, probably it's just uses some extra resources and (by default) allows ftp access for users.
You can select which services you want inetd to run in /etc/inetd.conf, commeting the line for the service (with a # at the beggining) will disallow it.
