Looking at the error_log I believe it's all about the SetHandler directive being set to "type-map"

Try grabbing the source for httpd-2.2.8 and extract it somewhere then copy the entire contents of the manual directory to wherever you moved your manual to, just as an example...

root@flunky:~/httpd-2.2.8# cp -a docs/manual /usr/local/httpd/htdocs/
And see if that works for you.

IF you don't need the multi language support you could change the SetHandler from "type-map" to "default-handler" and restart httpd.
