If you have a quota enabled kernel then you can enable quotas for a mounted file system when it is mounted. I do not know if it is available as a module option. In the /etc/fstab add the option usrquota, like "defaults,usrquota" on the mount line.
Then in the top directory of the mounted file system use "touch /home/quota.user" usung your /home for example. Then remount the partition using the fstab like "umount /home ; mount /home" to activate the quotas.
You can then use the "edquota username" to edit the quota settings for the desired users. For more info I suggest the man pages, man quota and man edquota.
BTW: When reiserfs was a kernel patch there was additional support required for quotas. Not sure now since I use ext3 instead. If you run into problems then perhaps do a test using ext3 instead of reiserfs to see if it causing the problem or limitation.
