How to change system wide locale?

How would I change my locale system wide?
Now when I set LANG=sl_SI.utf8 and LC_ALL=sl_SI.utf8 and switch to another terminal the locale on the other terminal is still en_US. And if I reboot the locale is back to en_US everywhere.
How would I change that?

You can set the locale in /etc/profile.d/lang.sh. It's set to en_US by default.
