how can i change start up picture
 
How can i change picture or edit start up output? How can i make colourful grab or lilo (especially grub)

what about framebuffer pic? how can i put an image instead of penguin image?

You have to patch the kernel or replace a file (linux_logo.h) and recompile the kernel to change the framebuffer image.
The other output is all a mixture of messages from the kernel which can be increased or decreased (pass 'quiet' as a boot option to turn of all kernel messages), and the rest is the ouput from the init scripts and the commands run there.

It is not so difficult to have graphical startup picture using lilo.

Going Graphical

You can also add bootsplash to that so that also during startup you have a graphical screen.
