I run Slackware 12.0 on older hardware and I've found a good way to optimize CPU usage.
I run the JFS (journaling file system) which puts less strain on my older Celeron and Plll systems.
The JFS has less system overhead than ext3.

I don't understand what the problem is. Is it that some program is using 100 % CPU time all the time or just while it's starting. If it's using it all the time that is not normal, if it is using in while it's starting that's perfectly normal. Would you rather not use your CPU to its fullest potential ? I don't get it.

You can use the top command to see how much CPU time programs are using. See:

man top
