If open link DOWNLOAD_x86_64 refers to I see "Oracle account sign in". So the this page was likely downloaded instead of jdk stuff. JDK was in queue for MySQL-Workbench. Ah, README for JDK SlackBuild tells it:

This will also package JRE so you will not need a separate JRE build.

Seems I didn't need to build JRE after this, the problem was that somehow those hardlinks were installed with uucp set as owner. No idea how this happened.
