Probably, if you edit the menu directly, you would need to restart WM. I've found that menu changes take effect immediately using the menu editing function from the dock. Give the dock, WPrefs, menu section a look. Its all drag and drop/edit.
Don't know about a right-click. If yours is still the standard WindowMaker setup, double-click on the second icon on the right. That will bring up the "Window Maker Preferences" There will be a bunch of icon groups at the top. To sart, click on "Balloon Help" at the bottom, that will help you nagivate. Slide the scroll bar so you can reach the ninth icon. That is the menu section. Click on it. Your actual menu will show on the right. You can drag off "your" menu to the left to delete items and drag an item on the left to "your" menu to add. To add to my menu, I usually drag "Run Program" to "my" menu and edit what I need. To change the menu title, double click on "Run Program" in "your" menu. You'll be able to see where to set the menu item to what you want it to do. Once you get there, its all very intuitive. It should apply when you click the save button.
