im having trouble getting a normal user account to be able to use /dev/mixer root can but when i log in as a user it will not work (access denied)

You can add users to the group usually audio.

/dev/mixer is in the sys group.

Really all you need to do is add your "normal user" to that group. Try:

usermod -G sys <username>

Why not chmod 660 /dev/mixer ?

chmod 660 /dev/mixer would only give permissions to the owner and group. So, normal users would still have a problem.
