Desktop Effects problem
 
For some reason Desktop Effects only works as root, and
not as user.
I have Xorg X Server 1.12.4 and I installed NVIDIA-Linux-x86-304.60

I fixed it.
I deleted ~/.kde/share/config/kwinrc and restarted X.
