As I said in this post, /usr/lib/cups/filter (and all files in that directory) must be owned by root. So, you must run chown -R root:root /usr/lib/cups/filter, or rebuild the package Dell-2155-Color-MFP-1.0-1.i686 as root, and reinstall it.

For instance, if I run chown seb:users /usr/lib64/cups/filter, then I can't print anymore :
Code:
E [12/Nov/2016:12:42:00 +0100] Brother-HL2130: Directory "/usr/lib64/cups/filter" has insecure permissions (040755/uid=1000/gid=100).
E [12/Nov/2016:12:42:00 +0100] Brother-HL2130: Directory "/usr/lib64/cups/filter" has insecure permissions (040755/uid=1000/gid=100).
E [12/Nov/2016:12:42:00 +0100] Brother-HL2130: File "/usr/lib64/cups/filter/commandtops" has insecure permissions (0100555/uid=1000/gid=100).
E [12/Nov/2016:12:42:33 +0100] Brother-HL2130: File "/usr/lib64/cups/filter/bannertops" has insecure permissions (0100555/uid=1000/gid=100).
E [12/Nov/2016:12:42:33 +0100] [Job 84] Unable to start filter "bannertops" - Success.
E [12/Nov/2016:12:42:33 +0100] [Job 84] Stopping job because the scheduler could not execute a filter.
Once I fixed the permissions by running chown root:root /usr/lib64/cups/filter and restarted cups, I can print again.

That did it. Thanks!
chown -R root:root /usr/lib/cups/filter/
chown -R root:root /usr/share/cups/Dell/
