IPC means interprocess communication, this allows programs (or as the name says, process) to communicate each other.
About user-space.. well let's explain a little bit..
You've different spaces where code is being executed, example, kernel-space where critical stuff is executed and often this is where a crash in code leads to crash your machine. User-space as it's name says, it's a space dedicated to normal programs run by users, they're no critical and if they crash the machine stability often stays normal. So there's a separation between them to avoid problems like in DOS where if a app crashed the whole system did because all stuff run in the same space.
