Cups: Can't add new printer

I start up the cups web app in FireFox with http://localhost:631/

Then I do

Administration -> Add Printer

I then get the error

Quote:
Unauthorized

Enter your username and password or the root username and password to access this page. If you are using Kerberos authentication, make sure you have a valid Kerberos ticket.
However, the dialog to enter the username and password doesn't appear. So I can't move forward and add a new printer.

Bizarrely, If I try to modify a printer

Administration -> Manage Printers -> Select Printer -> Administration -> Modify Printer

I do get the dialog to enter User and password. If I enter the correct user/password values I can modify the printer. If I then go back to and attempt the Add printer process again Cups allows me to do so. Presumably because I've already authenticated whilst going through the procedure to modify a printer.

Why, doesn't the dialog to authenticate pop up when I try to add a printer? This is not how I remember it used to work.

As adding a printer is such an infrequent process I doubt I will be able to track down the change that causes this behavior.

Even more bizarrely. It seems to be permanently fixed. Closed everything down and rebooted the machine. And every thing works as expected.

I'd already tried the reboot before posting this problem. What I hadn't tried was the Modify Printer angle.
