Is there any reason why CPU is running @ 1.2GHz?? IntelSpeedstep is disabled in BIOS.

How can I have the cpu running @ 2GHz as it should?

I take it you have checked that the FSB and multiplier are set correctly in the BIOS as well? One other thing I can think of is even though the speedstep is disabled that somehow the cpufreq module(s) are loaded and being used you could check this by using lsmod and even if in use if you put a load on the machine and see the processor speed jump back to the normal 2ghz then you really have no problem at all that is how your machine is supposed to work, you will get full speed whenever your load requires it.

Keep in mind you might have the cpu clock dynamically stepping down it's clock speed based on load. Verify that you speed is really 1.2GHz by checking the speed in the bios. If it is 2.0 GHz in the bios it's the OS that is slowing your clock speed down. Try putting the cpu under load and reading your clock speed. Try getting cpuburn from your distro's repository or downloading it from http://pages.sbcglobal.net/redelm/ to put your cpu under load and then look at your /proc/cpuinfo and it should be 2.0GHz
