I am running Slackware 10.2 with ACPI enabled 2.4.31 and 2.6.14.3 kernels. When connected to mains power, it seems that my laptop runs at full speed continuously and gets uncomfortably hot - even when there are no programs opened. The fans never seem to shut down either. However when running on the battery the fans shut down and restart automatically when necessary and the system stays quite cool.
After doing some reading, I discovered that this behaviour represents a feature known as "CPU Throttling". More reading has since lead me to compile and install a program called "akpi" to monitor system states such as battery and the CPU etc.
I noticed (in the akpi monitor)that the there are a set of percentage values which understand represent the CPU throttling - with lower values meaning higher CPU work-rate

Anyway, I want the behaviour achieved when the system is running on the battery (in terms of CPU use and fan regulation) to be similar to that seen while it is plugged into the mains. I would like for the CPU performance and hence the fan speed (and noise) to be automatically adjusted when needed. I would also like to be able to do so manually if possible too.
