Connecting a mobile phone to bluetooth serial port

i have bluez and kdebluetooth installed in my slackware12. i want to connect my phone to my system via bluetooth to access my mobile via kmobile tools and access internet via gprs. i tried to bind my mobile in rfcomm and tried to access my phone from kmobiletools and wvdial both gives a error message "connecting to rfcomm0 connection refused" like that. can anybody tell me how to enable permission for rfcomm. i'm using root account only.
