Confusing language settings

When recompiling I noticed a setting on language in the kernel. I left it alone but now I'm wondering if I shouldn't change it to my native. In debian there is also a dpkg-reconfigure locales command. Is there something likewise in slack and what's the difference between the kernel setting and the command?
