Can I delete /var/log/removed_package files ?

That's the question. I know I MUST no delete anything from /var/log/packages, but what about that path?

Thanks

Sure. You can also purge things from /var/log/removed_scripts/ without harm. But, if you think at all that it might be a useful log of the machine's update history you might consider compressing them instead.
