Sounds like this could be related to either your internet company or your network card. Have you tried uploading via FTP to a remote location? Have you checked dmesg for any network errors?

You right! I spent all day long, resolving this issue. Finally I tried to downgrade firmware of my router and problem was solved! I think that problem is in incompatibility with new firmware on provider side.
